It's so easy a caveman could do it.
Green Mountain is a hell of alot of barrel for the money. My 18" fluted does .2 to .3 at 50 yards.
That said, a reworked stock barrel can often shoot with the bull barrels. Plus, it's like running all motor against nitrous. Way more street cred. -

Changing barrels is easy.
1. take off stock
2. unscrew the two bolts holding the stock barrel, its under neath the barrel at the receiver.
3. put the new barrel in (you'll know its correct as it'll have a slit for bottom)
4. screw the two bolts back on
5. put on the stock.

Look into tactical solutions or alumalite bull barrels. Basically they are lightweight steel inner barrels with a .920 dia aluminum outer. They are light, super light, but are pricy. I have had all steel bulls b4 and don't get me wrong Im not a hater, but to me a heavy steel bull on a aluminum reciever freefloated gave me the hiebiegibes or how ever you spell it. Just IMHOComment

Yup...in a "tactical" stock like that, I agree it's best to have a lighter barrel since you are essentially obligated to freefloat the barrel.
But most target 10/22 stocks don't freefloat the barrel unless modified to do so. In such a stock, it's fine to run a bull barrel or an all-steel barrel.
Seems the target/benchrest 10/22 guys like to have pressure on the barrel up to the center of gravity of the barrel when fitted to the action, and they modify the stock to do that. My 10/22 currently sits in an unmodified dog of a Hogue stock, and only has about 6" of freefloat, maybe less, but it shoots pretty good. This is 5 shots at 50 yards, off a bipod:
