80% to Charger Build

OKAY, I know the legalities regarding building a 10/22 charger. But one can be built from a 80% if the magazine has a mag lock, correct? Now what if I took and old magazine release and cut the extended part of the mag release that one makes contact with to remove the magazine. Would this in effect act as a fixed magazine? It would then require a "tool" to release the magazine.
