None of the Ruger Talo MK III pistols are on the Roster of Handguns Certified for Sale.

So, if you want one, you need an exemption (LE sale, SSE, out-of-state intra-familial gift)

Talos are just small custom production runs of 10/22s made for Talo and have been made in several short lived styles. So far I haven't seen any that would be illegal here but that doesn't mean that they won't make something in the future.
