10/22 need better scope base and rings for Simmons scopes

I have two 10/22's that I have scopes on. A carbine and a compact. They have the scope mounts that came with the rifles that take both tipoff and Weaver rings The scopes are Simmons 22mag scopes which come with tipoff rings. But when I put them on the base, they lean to the side. The rings don't go on the base flush/horizontal. I've compensated by aligning the crosshairs, but the scope looks like it is offset to one side. I've fiddled with them and nothing's helped. Here is what I have for scope bases:

Then I bought some Weaver rings at Walmart today but I can't get them tightened down. They are still loose, even when I crank down on them. Can someone recommend a scope base and rings?

Those Weaver rings from Walmart absolutely suck, I bought the same ones and had the same problem.

I bought a cheap set of Leupold rifleman rings for about $17 and they lock down to the stock ruger base perfectly.

Out of stock now, but those are the ones.

Nothing wrong with the Weaver rings from Wal-Mart per se. The problem is the base that Ruger sends with the rifle. If you install a Weaver 10/22 rail on the Ruger rifle, the rings will tighten down fine. I think Ruger cheaped out and is having those rails made in mass somewhere else and they do not work right IMO. I have taken the "crows" foot part of the Weaver rings and bent it a little more inward carefully using a vice/hammer and made them work. I use a couple of .22 MAG scopes on several different .22's and I like them fine. I do not think it is a problem with the scope, just how it is mounted. Just FYI, I have bought Weaver rings from a LGS with the same issue, so I do not think it is a Wal-Mart Weaver ring issue.

I'm a huge fan of Burris Signature Zee rings but the height selection is limited and they're pricy.

For 22s I kinda like $17 Leopold Rifleman rings. The are available in low and look really good and are plenty strong for a 22, but I do lap mine.

I was thinking about the Power Custom base I listed above. It seems like a lot of people like it.

              Thank me later!
Power Custom Base btw, $4.00 cheaper than MidwayUSA.

              Burris Z's scope rings

Burris Z sig rings are very good and I use them but you'll not realize the difference with the set up you've described. The regular Z's are outstanding as is their customer service.

The power custom base is too tall, I'd go with the Weaver unless you really need a tall base.

I've got more target and stocker 1022's than I care to disclose here and each is wearing a Power Custom Base. They are simply the best I've found.

Thanks for all the advice. I went with the Weaver base and Leupold rings.
