Question about .22lr ammo

I was looking at some .22lr Federal ammo and noticed that the led is loose in the casing. The salesman said that this is normal... Is it?
BTW, I am new to guns and I never shoot one. I got my Beretta FS92 9mm few months ago but it's still NIB... I am looking at getting a .22 and learn how to shoot before moving to the bigger gun.

OP, you could/should go to a local range and rent a few guns to try out to get a better feel and understanding. Your Beretta is one fine firearm, you'll have no problems learning on it. And 9mm isn't too 'big' to start from. Not trying to talk you out of buying a .22. If you're like the rest of us, you'll eventually end up with one anyhow. Haha. Pretty typical of bulk .22lr ammo.

What I mean is that if you hold the led part, you can rotate it...

That's normal for .22 ammo. Remington golden bullets do the same thing. It won't hurt your gun.

Its Sunday morning, overcast and cold (Southern California cold ) and still have plenty of hot coffee in my cup. For your comfort and confidence, I just checked 200 rounds of high quality .22 that in my experience shoots great.

100 Rounds of CCI Mini-Mags: More that 90% rotate slightly back and forth. Some rotate all the way around.

It's completely normal.
