Help Identifing a .22

My father and I bought this .22 many years ago from Pony Express (for those who may remember it down in the SoCal area) who had it on consignment. I've never seen another rifle like it and am trying to figure out what it is. It also has a strange action...in order to fire it you must cock the lever, insert a round, bring the lever back (which puts the hammer in the first position, however it cannot be fired from this position), then cock the hammer to fire. There is no safety. The trigger only requires ounces to fire and this rifle is extremely accurate.

Besides what appears to be a serial number I can't find any other markings on the barrel or the receiver. Any thoughts on what it might be?

Looks like an old Savage/Stevens falling block, but the reciever shape is somewhat different.

The reciever on this looks identical...add the custom stock/barrel and I could have a match.
