The best in terms of what?
Best for accuracy would probably be a Compass Lake. Set you back about $1000
The CMMG is the best bang for the buck in my opinion. And it can be up graded unlike most. It also has features and options others do not

i've read good things about the CMMG .22 uppers.

i don't have one myself but i don't think i'd be hesitant if i were in the market for the .22lr upper.

Tactical Solution is a little pricier, but you get all the upgraded parts, it includes a CNC machined bolt assembly with 416 stainless steel bolt and precision ground tool steel guide rails, CMMG is also good, but not as light as the Tactical Solution LT and only comes with standard bolt and Brass locking lug which I don't like (Brass is soft)

I own two CMMG and they answer both of your questions with a solid: YES

I bought my first one from our vendor Shadow65 here. He can answer any questions about them. They have a lifetime warranty also. I like them so much they are turning out to be my favorite ones to shoot.

It runs everything I put them into - Federal bulk, Remington Golden bulk, Winchester 555 bulk, Winchester M-22 bulk, CCI Blazers, CCI SV, CCI minimag 40s, CCI Velocitors. It groups the best with Winchesters and Remington suprisingly... It works well w/Black Dogs Mags plastic and stainless fed lips. I also have the CMMG mags but somehow misplaced them around the house....

Thanks, since I had a carbine w/red dot thought it be nice to assemble a rifle w/scope. Possibly planning on using it for a future Appleseed shoot.

Here is my Tactical Solutions LT on a Plumcrazy lower, it only weights 5 pounds 4 ounces with the 4 x 32 Simmons Scope

Nordic uppers are supposed to be good as well.

I love my cmmg upper. I was looking and kind of still am at the tacsol upper though. The tacsols feel a little better.

CMMG uppers all have the option of stainless bcg's.
The only bolt kit CMMG has with a brass locking lug is the India Kit. That is a 5.56 conversion and has nothing to do with a dedicated upper.
