Building a DEDICATED lower for a dedicated 22 upper

Ok So I have a 22lr ar15 upper that I am currently using on my registered ar15 lower with no bullet button. Now I want to build a lower that I intend to solely use for my 22lr upper. Question is does this lower build need a bullet button since it is just a 22. And fellas I do not intend to skirt the law in any way, this is not a grey area round about question. This proposed lower will never be mated to 5.56 barreld upper, ever! So don't ask. So who says what?

No bullet button needed on a dedicated .22. At that point it is no different than any of the .22 ARs out there like the Umarex's or GSGs.
What I did on mine, is I used a Vltor shotgun buffer tube / receiver extension, which is closed at the front and has a screw on cap in the rear. Makes it so in case somebody has an idiot moment, it prevents the use of a centerfire upper. Kind of idiot proofs it, as the bolt can't retract. Keep spare bits in the tube too. Didn't use a buffer detent.
I also recently bought one of these: http://www.arcatch22.com/
It is going to take some fiddling with, but hopefully soon I'll have a proper BHO that will work with the 22 bolt on it.
      Good luck.
