By the time some of us were 13, we were buying our own 25 and 50 round mags at KMart with our paper route money. But, that was 20-30 years before the ban on importing, selling, manufacturing, etc. took affect. I just don't see why anyone would need to come up with some elaborate story to explain that you purchased +10 round mags at a gargage sale or store when you were 10. That is a very likely and probably more common than one might think senerio. But, I guess, if that's not the truth, it's not a story that anyone should tell. BTW, many time while I'm using +10 round mags, I load 10 or less rounds anyways. I've found it's a good way to make ammo last longer.

If I'm not mistaken it would also be legal to keep possess and use a high cap (CA definition) 10/22 magazine that you found abandoned at a range.

Yep. Two things are illegal. Importation and manufacturing.

But in all my years I've probably only seen maybe half a dozen abandoned hi caps left at ranges. It doesn't happen as often as you'd think.

It happens all the time where I shoot. Some need rebuilding though!!!

Meanwhile diving a tragic boating accident we found a water tight box full of Regular cap mags.
