Ruger 22/45 Threaded Barrel

So I want to buy the new Ruger 22/45, with no sights, a Picatinny rail on top, an accessory Picatinny rail on the bottom, and a threaded barrel. I should be able to SSE it through a local gun shop, using a longer barrel and magazine block. My question is, will Red Loctite do for locking the thread protector onto the barrel threads and thus avoiding breaking the assault weapon law? After it gets sent to the FFL for the SSE, can they just put Loctite on the thread protector before handing it to me? I've heard that the Walther P22 went through this fiasco, and the DOJ said Loctite would do the job, but I want to know if it will work for the Ruger 22/45.

The Walther P22 was a DOJ "ooops" so it got special consideration.
The definition of permanent as in "permanently attached" is not in CA law.
Fed law for barrel extensions requires welding or blind pinning with a weld over the pin hole to be considered permanent.
Red loctite is not likely to be enough to satisfy CA for use on a 22/45.

Even though there is the matter of the P22, I wouldn't want to end up in a test case against a different gun using the same logic that the DOJ did(we all know logic is not their strongpoint).
