Inter family transfers only apply to father/mother to son/daughter or grandparent to grandchild. Transfer between siblings doesn't fall in that catagory however he can do a PPT through a FFL and DROS it as if it were a normal purchase. The Intrafamily transfer differs in that if the firearm was already in California, there would be no 10 day wait. Good choice, for what you get for the price, the NEOS is a pretty good little plinker and has great ergonomics, especially when training kids on shooting skills.

+1 on choosing the NEOS. Love mine!
