Ruger 22/45 Pac-Lite

Because the barrel on a Ruger 22/45 is the serialized portion of the handgun, apparently the Pac-Lite replacement barrel requires an FFL transfer to purchase. Thus, my question is, because the Pac-Lite barrel is not a complete handgun, would it be exempt from the CA Handgun Roster? Also, would the threaded barrel version be legal here?
