Yes it is legal to own in CA.
You must find one already owned by some one here and buy it private party transfer
    or
    Be a police officer.
    and
have 10 round magazines for it.

There are other ways but please use the search button.

heres the article I was thinking
Kel-Tec is having production problems with the PMR-30.Gun Nuts reports …Speaking of Kel-Tec, they have currently suspended production of the Kel-Tec PMR-30 (of which they weren’t really producing a lot of guns anyway) due to keyholing issues with the gun.For those not familiar with the term, keyholing is what happens with the rate of twist in the barrel doesn’t stabilize the bullet in flight.

I just got one (LE). Very interesting gun. Quality Control is a little lacking. My front sight is literally at a 45 degree angle. Hopefully I can fix it pretty easily in a vise. My main motivation for getting this gun is that I really want a RMR-30 (carbine version). I've always wanted a handgun and rifle that share mags.

some more interesting pics at Oleg Volks blog http://olegvolk.net/blog/2011/06/28/new-varminting-rig/

Ammo really isn't that cheap, pretty close to 9mm. If I was limited to ten rounds, I wouldn't be that drawn to this gun. I'd lean more towards .22LR.

Also more and more are coming in through the single shot exemption. I'm not sure how that works, but I know some have been for sale on here.

My GOD do I want one of these things in the worst way! There's something so ...."COOL" about this little gem. Can't quite put my finger on it. The single shot exempt method is very simple, and I know of one FFL that has already done a few - Norse Armory in Woodland. They have the spare rental barrel in house. The problem is locating a distributor that actually has one in stock!

We had a PMR 30 until Thursday of last week. I seriously thought it was a .22LR pistol, we sold it as a SSE and the magazines are being sold as rebuild kits.
