Feds require those out of state transactions at an FFL to obey the laws of the states of residence of both the buyer and the seller.

California requires using a CA-licensed FFL for transfers to CA residents.

Without some kind of FFL, a CA resident cannot take possession of a firearm obtained out of state (except for inherited firearms - neither CA nor Feds require an FFL for that.)

You may be right but there is an exception. Ordered a firearm from CMP (they are in Arkansas I think) and it was shipped via UPS to my door here in California. Perhaps CMP has a waiver of some sort. CMP did do a background check and perhaps they inform CA DOJ, not sure about that.

Of course this is not the same as going to a gunshop or private party out of state and buying a firearm.

Yes, that's an exception (I just realized I never looked up how that works). It isn't what the OP asked, but it's relevant.

      ETA it's 36 USC 40732

ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

CMP is in Anniston, Alabama and they ship rifles FedEx Overnight to your door.
