i dont know what you mean that its not popular. its a biathlon gun. though i haven't check the price, not a hole lot of people is willing to pay 4-5K typical match rifle price for a .22 when you can spent 200 on a 10/22. at least not for the majority of people on this forum anyway.
also, i think 3 position is more popular in the US than biathlon, and thats where the 1907 dominates. -

Reminds me of a gas-tube-less AR. YOu have to charge the handle every shot. i have never shot one. but from my research, it seems like the external idea you reference is about right. the internal is the same as their bolt action. so instead of a rotational movement, its a straight back pull.Comment

You can buy the Russian sporter version Biathlon 7-2 for around $400. Excellent and very accurate, the toggle action is crazy good!Comment

It is a Fortner action, invented by Peter Fortner.
Besides the straight pull bolt, the bolt travel is very short and cycling it is just a matter of flicking you fingers back and forth
I think two things work against it's popularity. Cost and being different.
