Do I need to get a new barrel? The factory Ruger site mount is part of the barrel. Does a aftermarket muzzle fit over this?

Since on the subject of muzzle accessories, are slip on FAKE suppressors legal. Kinda bored with the look of my factory barrel 10/22.
