Ruger makes it in the SR22 and Remington makes it in the 597 VTR and I'd like to see it in .22 WMR...

A 10/22 platform converted to 5.7x28 utilizing FN P90 mags. Doesn't matter if it ejects brass on the side. Still a 22, right?

Now that I've thought about this some more here are some features I would like to see:

              It would be a rifle
              semi-auto
adjustable stock for length of pull
              Last round holds bolt open
Dark earth or olive drab furniture
              user adjustable trigger
              thumb operated safety
non-proprietary magazines so availability is better
16" to 18" barrel with some kind of muzzle break so it is not plain looking
picatinny rail on upper receiver to mount an optic
pictainny rail in hand guard area mount light (not critical)
              attachment(s) for a sling
under 7 lbs polymer or alloy receiver (no preference)
              easy to clean

My dream gun wouldn't be a .22lr. I'm more into self defense type shooting and training than plinking. That said, I've seen some really sexy ones out there. All sorts of crazy things can be done to the Ruger 10/22 for example. Some of it really cool, some of it not so much. To each their own.

If I were to build my idea of the ultimate .22lr, then I would want a solid fiberglass stock from McMillan in a swirl pattern using tan, olive, and grey. I would want the metal, mags and optics painted in one of those colors. I would want a bull barrel and semi-auto. I would want a Trijicon Accupoint or Leupold Mark 4 IR 3x9x10 scope, 2-point sling, and while not allowed here in California in my fantasy I would be allowed to have a suppressor to make it as silent as possible.

That would be a heck of a lot of money to put into a plinking rifle. It would eat into my AR budget.

The .22lr rifle I do own is pretty much the exact opposite of what I would condier the ideal. It is a single shot, wood stocked, iron sighted Remington Targetmaster from the 50s. The safety automatically engages after every shot. So you have to load it, turn off the safety, and then you can fire, every single time. I keep it around because I inherited it, and do not have the heart to part with it. So it has become a safe queen. When and if I ever have kids, it will be what they first learn on.

My 50s Remington TargetMaster .22lr (the exact opposite of my dream rifle) is the wood stocked rifle in the picture below...

FYI, Almost all of those guns have since been sold off. My collection looks very different now. I still have the M4gery (but with a different optic and light), and the stripped lower has since been built into Recon type AR, and as I said before I still have the .22lr. But the rest has been sold and replaced with something different. Heck I even sold the table and chairs!

                    This -

Semi-automatic, blue steel, 22" micro-grooved barrel, cross-bolt safety, last shot bolt hold-open, grooved receiver, 18-round tube-feed, 1-screw take-down, deadly accurate and a wood stock with a squirrel on it.
It cannot be inherited, nor can it ever be purchased.
You and no one alive can buy it for any price. It is impossible to rent and cannot be lent.
You alone and our own have earned it with...Your sweat, blood and lives. You own it forever.

                    The title is....."United States Marine".

me I say bulpup designs(aug, p90, f2000 etc etc), makes more sense in California considering you wont have to deal with the over all length requirements like a centerfire.

CMMG has developed a .22 LR conversion kit for the PN P90 and PS90.It takes just 30 seconds to swap in this kit (no barrel swap is needed).
