    MKII

Ruger, accurate, never break and can come in around half your $400 budget if you find one on sale.

I have and would recommend the following:

Browning Buckmark Field - absolutely no problems. Accurate and fun and will shoot whatever ammo it's fed. Quite accurate, too.

Ruger Mk 2 Target - almost as good. Repeated FTE's with the Remington or Winchester bulk packs, but shoots the Federal cheap stuff just fine, and eats anything fancy without a hiccup.

Sig Hammerli Trailside - even used this one is slightly above your price range, and I'm only 300 rounds into mine (just picked it up a few days ago) but it loves all ammo and is insanely accurate. I haven't yet been able to replicate the test target (5 shots in about an inch at 25 meters) but I've come close enough to make me giddy while shooting on the bench.

SW model 17 (mine is a -3) - truly amazing revolver. Perhaps the most accurate handgun I own. A well-worn example is within your price range, though I bought mine in near-new condition for not much more.

I have and would not necessarily recommend:

SW 22a - it is reliable enough, but feels (and is) relatively cheaply made and clunky. It was my first .22 handgun, but as I've acquired the above it has seen less and less use. I'd highly recommended even the entry-level Buckmarks or MKii's above this one.

If I only had one 22 pistol, I would have a Ruger MkII. As the prior poster says, shoots everything but hates Remington Golden Bullets. I shoot the Ruger MkII at least once a week.

I have a Mosquito, P22, Hammerli Trailside, Ruger MkI, in addition to the MkII. I love shooting the Hammerli, but it can be picky on ammo. And despite the manual saying that high velocity 22 ammo is okay, some advice on other websites say that you should stick with standard velocity. I hate the Mosquito, since it is super fussy with ammo, CCI minimags only.
