There is a sleeve in there, just bigger than the OD of the barrel, right? Instead of the open can?

Yeah. The only thing different is the sleeve in the center of the shroud.

For you the shooter there is no difference between the new and the old. To the ATF. The old is considered too close to a real suppresor and the new one is not a suppresor.

The old one screws onto the gun over the barrel and is completely hollow. The ATF decided they didnt like the fact that it was hollow. Now the NEW one has a sleeve inside the tube as you can see in the pic. Now With the new one screwed on its no longer hollow around barrel when the shroud is installed.

I bought a new GSG% SD model & the VERY day I went to pick it up, the news came out from ATF/ATI about this specific model & its "barrel shroud".
Needless to say, it was removed & was picked up by the ups guy 1 hour before I went to get my new gun....
I frankly won't be happy until I get the New shroud to go with it...
