JC higgens ranger tune up

So I picked up a JC higgens ranger .22LR 9 round wheel gun and while firing at the range I noticed that when lining up the sights, I actually shoot too high. I figured that if I wanted to hit dead center I needed to aim roughly about 2-3" low to hit my target. With it being a wheel gun and running iron sights, is there anything I can do to fix my problem with the sights?

File the rear sight notch down and sandbag it to test fire.If still to high file a little more.Easier to file it off than to put it back on.

hm, I didnt even think of that. I guess I will have to try that when I go to the range next. thanks
