He probably sold out and wants to keep the listing active while he goes and re-stocks.
Then he lowers the price back down to the normal price by taking the extra zero off the end.
This is a common practice on all sorts of online marketplaces that sellers use.

Some marketplaces track the number of sales through a listing or how long the listing has been active as a metric to show potential buyers that the seller is trustworthy and has been in business XX amount of time.
By keeping the listing active but with an incredibly high price to deter anyone from buying, they keep those metrics going.
Also, most marketplaces auto-renew listings so a listing might get renewed while you go out-of-stock on an item so bumping the price sky-high is the easiest way to keep the listing active while you re-supply.
As soon as you have new inventory available, you drop the price back down and sales will likely continue if the market supports it.
As an example, here is another sales of that very same ammo from that very same seller which is exactly 10x lower in both the starting bid and the buy-it-now prices:
