Colt AR 15 .22 version

Was looking at purchasing a Colt AR15 .22 version. It's similar to GSG 5 but AR specs. Does it need to have a bullet button/Radd Lock installed even though it's a rimfire???? Can I legally purchase this here in CA if it's going to be an out of state transfer? I believe Walther makes this under Colt rights. Any help would greatly be appreciated by all of you. Umarex (airsoft company) makes it for Colt.
The barrels that Umarex uses is made by Walther.
