You're going to have a really difficult time doing the build in compliance with the Safe Handgun statute (PC 32000), the Assault Weapon statute (PC 30515), Zip Gun statute (PC 33600), and the Short Barrel Rifle statute (PC 33210).

PC 32000 and PC 33600 are going to effectively make it impossible to build from an 80% lower.

If you build from a receiver that was DROS'd as a long gun, then your build would violate PC 33210.

About the only way to get past the first legal hurtle is to build from a lower that was DROS'd as a pistol (meaning you gotta be roster exempt, or acquire via PPT). But even then, there is a longshot legal argument that such a build would violate PC 33600.

But then you would have to build it with a fixed magazine having a 10 round or less capacity to avoid violating PC 30515.

A lot of folks incorrectly believe that rimfire weapons are exempt from the Assault Weapon statute. This is true for rimfire rifles, but not for rimfre handguns.

If utilizing a receiver that was DROS'd as a "rifle, receiver"; then it can not be legally done and proceeding to do so would be making an illegal SBR.

If utilizing a reciever that was DROS'd as a "pistol, receiver" or "pistol, single-shot"; then it can be legally made into a dimensionally compliant bolt-action single-shot pistol or dimensionally compliant break-open single-shot pistol. In order to remain CA legal, it will need to remain configured as such while in CA.

If utilizing a receiver that was DROS'd as a "pistol, semi-auto"; then it can be legally made into a semi-auto pistol with a fixed 10 or less round magazine that can not be removed without disassembling the firearm's action or that is permanently attached in the firearm's magazine well.

If utilizing a receiver that was an "80%"; then before it is made, a USNA must be submitted to CA DOJ BOF.
~CA DOJ BOF will not approve, a semi-auto pistol unless it has a BATFE approved manual safety, chamber load indicator, magazine disconnect mechanism, microstamping array, and passes CA DOJ safety testing.
~CA DOJ BOF will not approve a manually operated (bolt-action, lever-action. pump-action) repeating pistol unless it has a BATFE approved manual safety and passess CA DOJ safety testing.
~CA DOJ BOF will approve a dimensionally compliant bolt-action single-shot pistol or dimensionally compliant break-open single-shot pistol.
*Once approved, the CA DOJ info must be engraved on it within 10 days of receiving approval and proof of this must be updated with CA DOJ BOF.
*The firearm can be legally modified within 30 days of receiving CA DOJ approval and all modification must be updated with CA DOJ. No modifcation can be done to make the firearm into a CA illegal firearm. No modification are legally allowed after the 30 day window expires, doing so makes the firearm into a "new" illegal self-made firearm.
All this means, the "80%" can be legally made into a dimensionally compliant bolt-action single-shot pistol or dimensionally compliant break-open single-shot pistol. In order to remain CA legal, it will need to remain configured as such while in CA.

End result of making a CA legal .22LR AR style pistol:
A. If the reciever was DROS's as a "pistol, semi-auto"; then it can be a semi-auto pistol with a fixed 10 round magazine.
B. If the receiver was DROS'd as a "pistol, receiver, or "pistol, single-shot" or an "80%"; then it can be a dimensionally compliant bolt-action single-shot pistol or as a dimensionally compliant break-open single-shot pistol and it needs to remain configured as such.
C. If the receiver was DROS'd as a "rifle, receiver"; then it's an illegal SBR.

Gone from CA for along time now. So cannot help with the Pistol. I too would say just build a Rifle. I have seen alot of function problems when going short barrel in the AR22 platform. Build a nice long one like this,LOL
