I just want to make sure...

I can use the “evil” collapsible stock for my Ruger as long as its shortest form is at least 26 inches correct?

Correct.
As long as the overall length is 26" or greater with the stock collapsed/folded, it will still be CA legal. [PC 17170(b)]

Does anyone remember if there was a crazy time that the 10-22 folding stocks such as Butler Creek were pinned? If so, that may contribute to people having questions such as this.

Butler Creek stock folded w/ 18.5" barrel is 27.25". With 16" barrel it would be illegal.
