Can someone tell me what this part does

to the rifle or is it sort of like a barrel

adjustment tool ?

That's the adjustment nut to set the barrel tightness.
There's a procedure for setting it in the Owner's Manual.

Try it out, tightening it three clicks to the left and you will probably won't be able to fit the barrel. Three clicks the other way and there will probably be too much play.
