Tried sourcing taccom pressure plugs but figure that'll be impossible to find at this point. Is there a cheap part or a safe way to DIY a plug on a budget?

If your running a carbine length buffer tube, put a rifle buffer in it. -
Are you trying to do what the taccom plug was trying to do (i.e. use the buffer spring to put forward pressure on a .22 bolt carrier assembly)? Or are you just trying to put something in the buffer tube to say (to a hypothetical jury?) "see, this clearly isn't a centerfire lower."Comment

I have a dedicated .22 AR based on a tacsol barrel/bolt carrier group and I haven't felt the need to do anything with the vestigial buffer, but you could probably make something out of a piece of plastic pipe.
It wouldn't move, cycle, or see high pressures when firing, so there's not much to worry about safety-wise. I don't know if it's easy to source 7/8" O.D. plastic pipe, but maybe a short piece cut something like this...
