Yes it can be transferred as PPT, just like any other off roster pistol. I have one

If you block the mag tube, wouldn't it be considered a single shot .22, therefore be exempt?

might work , but would the cost be way more then buying one on a PPT , fee's would be 2 dealers involved ... but it would be a NEW one.Semper Fi.Comment

Message UGImports. He used to list them for sale on his web page. They can be sold in CA under SSE 2.0 with a wood dowel used to block the magazine tube. I know in the past there have been a couple of FFLs in SoCal that sold them this way.
I had planned to buy one, but that is on hold now that a move to free America is in my near future.Anyone can look around and see the damage to the state and country inflicted by bad politicians.
A vote is clearly much more dangerous than a gun.
Why advocate restrictions on one right (voting) without comparable restrictions on another (self defense) (or, why not say 'Be a U.S. citizen' as the requirement for CCW)?

This was the method used to make the Mares Leg into a SSE/SSE2 pistol.
Since "bolt-action" is not legally defined under CA laws/regulations, some CA FFL dealers argue that a lever-action is a type of bolt-action, which means it meets one of the requirement for SSE2. In lever-action and bolt-action (and pump-action), a handle is utilized to manually operate the bolt of the firearm.
The dowel in the magazine tube to block it to 0 rounds, is so that it meets the single-shot requirement for SSE2.
However, since CA DOJ 11-2018 memo on SSE2 pistols, it may no longer be CA legal to remove the dowel while in CA.
^Doing so would be considered manufacturing an unsafe handgun.

That would explain why I can no longer find CA FFLs that sell the Mare's leg when I do a Google search. There used to be around Bakersfield and one or two south of the Grapevine. This was the method used to make the Mares Leg into a SSE/SSE2 pistol.

I have an attorney friend, though he is not well versed in firearms law, that is retired from the DOJ. He worked in a different division. His view is the DOJ is searching for a few good cases to take to court to get favorable rulings. In the mean time they will do many high publicity confiscation raids in which the gun owner will spend more money to recover the seized property than it value. It will send a message to others and cause them to reconsider their actions. The state has a very large pot of money and a nearly endless supply of attorneys working for them. Most people do not want to get caught up in a highly stressful legal mess.
I think removing the dowel is a low risk move, compared to what it takes to convert other guns that were first made into a bolt action or a break top into a semi-auto, I still would not want to chance it, especially having a DROS paper trail stating that it was a single shot when first sold in this state. It would be better to find one to buy via PPT.Anyone can look around and see the damage to the state and country inflicted by bad politicians.
