Ca legal ar22 80% requirments?

My friend has a 80% ar15 pistol lower that was built a few years back and is wondering what it would need to be done to have a ca legal ar22 pistol or if it's possible...

There is no rimfire exemption to CA assault weapons laws for handguns.
