The 16" barrel came on the Compact, but they did not have a barrel band, sound like your stock may be a Carbine stock that was cut. $100 is a good price if it's in decent shape. The barrel band is just for looks, to make it resemble the M-1 Carbine on which it was modeled.
I have built at least a dozen from bare receivers, they are lots of fun to play with since there are tons of aftermarket parts available for them.

It should fit into any stock for a 10/22.
There are many options, but for simple, longer, and budget-minded, the Hogue rubberized comes to mind:
Shop rifle parts (2,297) at Brownells, including barrels, stocks, triggers, and bolt carriers to customize, repair, or upgrade your rifle’s performance.
As noted above, the barrel band typically comes on the carbine model which has an 18" barrel, and the barrel band does nothing.
Some stocks are made for bull barrels. If you get one of these, it will work fine, but you'll have some extra clearance around the barrel. It will however, give you the option of upgrading the barrel later without requiring a new stock.

I've been very happy with the Blackhawk Axiom stock. It's adjustable, incredibly lightweight, and relatively cheap. MSRP is $89.95, but they are widely available under $70. https://www.walmart.com/ip/Blackhawk...10-22/20753488 It fits everyone, and is easily adjusted without tools.
