So how does the State of California view a rifle like a Henry .22, which can hold 15 rounds of LR, 17 rounds of Long and 21 rounds of short. Does Henry make a California only model?

Tubular magazines are exempt from the 10 round capacity limts, if that's your question. That includes centerfire lever actions.
16740. As used in this part, large-capacity magazine means any ammunition feeding device with the capacity to accept more than 10 rounds, but shall not be construed to include any of the following:
(a) A feeding device that has been permanently altered so that it cannot accommodate more than 10 rounds.
(b) A .22 caliber tube ammunition feeding device.

...If you're into max capacity rimfires, look at picking up a Marlin 99. It's a tube fed semi auto with a 22 inch barrel and it holds 18 +1 capacity. They're a little hard to find, but they totally rock. You won't be disappointed... Here's a video on it...

in cowboy action loadings. even more.
just a target range gun. might try hunting with it. but long and heavy.

What caliber is that? I have a Rossi 92, 24" octagon, that holds 12+1 of 357. I think it holds 13+1 38 special, if I recall right.Comment

^"firearms" applies to pistols, rifles, and shotguns.

The CA "pro-gun" cowboy action shooting groups switched from opposing CA gun control legislation to supporting it once they were able to secure exemptions for their groups. Anti-gun politicians/groups were then able to use their support to convince netural politicians to help pass the anti-gun legislation ("it's so common sense that pro-gun groups support it").
The CA cowboy shooters selling out is why lever-action firearms are exempt from CA large capacity magazine laws and why single-action revolvers are exempt from CA unsafe handgun laws.sigpic
