Any handgun made in CA needs to comply with CA unsafe handgun laws, CA unconventional pistol laws, CA zip gun laws, CA SBR/SBS laws, CA assault weapons laws, and CA "home built firearm" laws.

Therefore, in order to be CA legal...
    1. The receiver needs to have been DROS'd as a "handgun" or the receiver needs to have been made by the owner. (receiver can not have been DROS'd as a "long gun")
    2. It needs a minimum barrel length of 6".
    3. It needs a minimum overall length of 10.5".
    4. It needs to operate as a bolt-action single-shot pistol or as a break-top single-shot pistol.
