    .22 Recommendation?

Roster not an issue. What do you recommend? Budget is $600. Semi-automatic handgun. Mainly for range use. Plinking. Doesn't have to be a bullseye killer. Must be fun to shoot.

If your budget is that much, I would say either HK MP5 or M&P 15-22 with some optics / accessories

Since the roster isn't an issue, I would look into any of the Ruger Mark series, especially the new Mark IV. The Ruger SR22 is also a really fun shooter.

Are you only looking at 22LR, or are you including 22WMR. Also, since roster isn't an issue, is capacity an issue?

The Kel-Tec PMR-30 looks fun as hell, great 3lb trigger, 30 round double stack, and weighs almost nothing so you can throw it in your pack and take it anywhere. But, it's 22WMR, so not cheap to shoot.

But, depending on your timeline, they got a patent a couple of years ago for a 22LR version, but holds 33 rounds; which would be fun and cheap to shoot.

Armscor MAPP1 with a Tanfoglio conversion kit. Maybe a tiny bit over $600 but worth it. I had that exact set-up and it was awesome.

                ^this. I'd add Sig 522 as well.

Buckmark (several choices within your budget)
                  Ruger Mark (xx)
SR-22 is fun in a smaller package.
                  M&P 22 is full size

You are lucky one, for a budget of $600, get Ruger Mark-4.

Ruger MK IV, but be careful. They tend to multiply.

My M&P 22 eats anything I throw at it and is very fun to shoot. I removed the safety tabs (very easy to do) and bought a few extra mags. Done!

                              This^^^
It was by far the best .22 purchase I have ever made.

My M&P22 eats everything. It's accurate with its 5 inch sight radius and other than weight and the safety it's an exact copy of my M&P 9 allowing me to train on the cheap.

I have a half dozen mags. I need to order a half dozen more.
