First step is to find a FFL who will do the transfer for a reasonable fee.
I tried to buy a stripped 10/22 receiver one time, the FFL wanted $100 for his share of the deal plus DROS etc.
His fee made it cheaper to buy a whole new 10/22, which I did (from a different FFL).

I have one of the elite 22 receiver that I purchased from guns direct for $180. Only issue I have is that the finish scratches easily.
