Springfield model 15 project

I picked up a springfield model 15 .22 single shot bolt action as a project for my son. The finish is pretty much down to bare steel and the wood has a few dings and dents. My idea is to have it reblued and the stock refinished. So my question is who is a good smith to inquire about rebluing? And how much should i expect to pay? And a custom recoil pad installation? The rifle originally came with no recoil pad so it looks like a 2x4 to me hahha
I'm located in San Luis obispo county if that helps narrow down my choices for smiths?
