    Not many in CA because they are off-Roster and considered assault weapons, due to the threaded barrel [PC 30515(a)(4)(A)].

      Once the cap is permanently attached, it stops being a super evil assault weapon. Any qualified, out of state gunsmith can take care of that.

                Probably via PPT. I used my last SSE last year to pick one up.
