Do Home Depot or other hardware stores sell the hex screws the size for scope rings, etc?

That would depend on thread size and pitch. They don't do fine thread screws.
Check Brownells...they'll have 'em coming out their ears...in both Allen and Torx heads.
Any decent gun store should have them too.

Of course besides this stuff, there are other parts such as detent balls for extractors (really just cheap 1/8" ball bearings), extractors for Savage bolt heads, and just about every part that could break or fly away during a field repair. Even spare scope rings. When out 100 miles from everything it's nice to have spares - unless you forgot and left the rifles at home.

I've had good luck at my local Ace. I take the screw i'm trying to replace, find a nut that fits, and then use that nut to size my screw. Beats walking in with an optic/mount and having the helpful/nosey employee want to assist me. Mine has a separate area for metrics, and I've seen the selection vary greatly by location. YMMV.

+1 on this, i work at a local hardware store, first step is to find pitch, then head type, length, etc. We have a whole wall of bolts, so we usually have it, you just need to know where to look.I've had good luck at my local Ace.
