PSL scope rail alignment

I recently purchased a Romanian PSL with a scope. The scope has two screws in the windage turrets to allow you to zero the rifle, however I've noticed that the reticle is not centered in the scope picture (its really far to the left when it is zeroed). This is obviously not ideal and I assume it means that the scope rail on the side of the receiver is not in alignment with the barrel since the backup iron sites appear to be normal and are zeroed in correctly.

Any advice on how to fix this? Am I misdiagnosing whats wrong?
