Lowest possible mount and rings combo

I have a remington 700 stock tactical in 223 currently in jail. I am looking for the lowest possible scope mount and ring combo. I would like to avoid putting a cheek riser. Any recommendations are welcomed.

Do you have a scope (in mind at least) that's going on it? Asking this because it may and will in certain cases affect your mount/rings choice. I gotta say the scope has to have a rather healthy (I would say larger than 50 mm objective) lens size though to not work with the low rings. At least that is my experience. I have the same gun pretty much - a 20" sps tactical with Hogue overmold stock and my 50mm scope clears the barrel with low rings. Having said that I still use a cheek piece of sorts as for me personally it just works better that way: less neck muscles tension and a more relaxed and stable shooting position as a result. If yours wears the same stock then take it into consideration as it simply doesn't have enough comb height to work ideally with a scope for most people from what I gathered over time.

The scope that I would be using will have a 3-9 x 40mm. I will also be upgrading the stock to a hs precision stock.

0 MOA base, 1" tube, smallest lenses. Then, you just need the bolt to clear. That keeps it light too for hunting. If if isn't for hunting, get a larger scope and some extra clearance is no big deal.
