    Use a level?

Level the receiver, then level the gas block. Tada.

      OP
Have you clamped on the sight and it is canted?

      Was it machined to spec?

Is the gas block on level?
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

Ok... and it has flat surfaces when folded. Set a level on the upper receiver, level the rifle. Then put a level on the gas block, level the gas block. Done. If you don't have a level, I'm sure harbor freight has one for 99 cents, and your normal local hardware store probably has a cheap one made in china for $2 that will work. If you want to be really fancy, you could spend $2.50 and get a circular level instead of having to move the level between to directions to get the receiver level first.
