Only putting this up as I didn't find anything in a search here but was able to fix it anyway. Hope this helps out others in the same boat.
I bought an ACOG TA01 to put on my AR carry handle. After installing it I couldn't get it to zero at all. At maximum low elevation it still was no where close. I found out that it was necessary on older ARs to add another bolt to the carry handle. This will seat the back of the Scope and bring the elevation into proper alignment.
After measuring and drilling a second hole in the handle I put the new bolt in and after firing it....VWALLA, it works like a charm. Zeroed in with in 6 shots at 100m.
Pic below is to show how the bolts go in. Hope this helps someone in the future to save some time.
