Can someone plz tell me how the adjustor knobs on my leopold riflesmans 3x9 works ? its shape like this T and have MOA on it...yes im a newb to optics

The one on top changes the station, the other on the side the volume.
The rifleman has enclosed knobs, so I'm assuming you're seeing this when you unscrew the caps. MOA stands for minute of angle. It's approximately equivalent to 1" at 100yds (or 1/4" at 25yds, 4" at 400yds, etc). You can use the MOA to adjust your aim, e.g., if you're 6 inches low, you would want to move the top elevation knob enough clicks for 6MOA up. The side one adjusts windage (left/right)
