Those "rivets" are about 40mm or 1.5 inches apart to center

looks like a 1" riser. check A.R.M.S. website which has pics of every riser they sell. It is most likely a clone of one of those.

Got to talking about it with my dad and we thought it looked like some kind of riser too...I will check that site for sure...thanks
