What is the cheapest, quality way to put a Vortex strikefire on a Saiga. Will the side mount put the optic too high?

You can certainly use a side mount, just go with the low height ring. You can also mount it on a forward picatiiny rail on a handguard due to the eye relief not being an issue on a 1x red dot.

Not super cheap, but I went with the Kalinka PK-01V as it was the cheapest mount that could obtain the lowest possible height for my strikefire. It is typical Russian construction, steel, and all of the machining is not perfect, but it works very well and is solid.
