My buddy has a Leupold Mark 4 3.5-10x40mm LR/T M3 but he doesn't know if it has the front focal option. Is there a way to tell if it does?

if it's this scope, yes it is.
to check place a 3.6inch piece of colored tape on your 100yard target. it should read 1 mil, in whatever power your at.

-1 on reading the manual. Leupold manuals do not tell you anything about what your specific scope is.Read the manual
I'm not sure about Leupold but my Nikon and IOR that are SFP have marked on the magnification where it ranges. Also look here.

The best way to find out is to call Leupold and give the S/N. Short of that, there are ways to determine it in practice, given above.
