aimpoint ml2 + 3x magnifier on LaRue ???

I have just purchased a new Noveske 16" light recce w/ VIS & switchblock. I'd like to add some high quality optics to match the quality of the rifle.

Is this setup good? What about the M4S from aimpoint, Eltac sights? I am looking to do some 100 yards close (reddot) and 450-600 yards distance. Will the setup I proposed to the job well?

How much better is the new M4s, as a civilian can I really use its capability?

If you already have the Aimpoint or EOTech, a magnifier setup can be a good setup. I run the VMX3 on LaRue LT649S with EOTech XPS and that combo effectively takes me from 0-400y.
However, I'd encourage you to take a good look at a variable scope like the Trijicon TR24 1-4X. You can drive it almost as fast as a red dot plus you have variable magnification.
