I have a one piece STD base and STD rings (leupold). The front dovetail on the ring does not rotate in either direction to align the rings, the front will not twist at all.
So what I am doing wrong?

I got it, I used the tork wrench in wheeler ring align kit. Never knew what that was for and now I do, thanks guys!sigpic
