How to Level PSOP Scope?

Picked up a Romanian PSL and the PSOP scope that came on it seems to work well but when I hold the reticle level the gun is not level. When I hold the gun level the reticle is off level. Doesnt look like I can just twist the scope in the mount.
So is there a fix for this?

Can it be an illusion????? My feeling is as long as it works well then don't worry about it.

No its not an illusion because the crosshairs are really canted to one side but you are right it shoots fine all the way to 500 yards or so. Its just kind of annoying.
