Did I mount my scope properly?

I bought this Winchester 70 (caliber 30-06) from Sports Chalet in Costa Mesa some 15 years ago. I put an el cheapo Simmons scope on it, and shot may be 20 rounds (at an outdoor range on Jeffrey Road in Irvine before they closed it down) and put it away. Last week I removed it from the gun case and took a look at it after 15 years in hibernation.

I noticed the scope wasn't balance between the scope rings, and the rear base for the scope ring is out and over the action. Did I install the rear base incorrectly? See pictures below. And should the center of the scope be mounted balance between the scope rings? Thanks for your help!!!

I don't think you're going to damage anything, but make sure your eye relief will work for you when you get a proper cheek weld with it. If not, you may need to move it forward a bit.

I wouldn't worry about it being over the action. A 1 piece would be over the action. Even with a 2 piece, you could have 2 choices. Block the handle for the bolt, or have the mount stick over the action a little bit. Of course the first renders the firearm useless, so I suppose the latter would be the best (not necessarily talking about your rifle when I talk about the placement of the rear mount, mine is like I explained)

The position of the scope rings are fixed so the only adjustment that you have for your eye relief is the postion of the scope in the rings. Close your eyes and shoulder the rifle and find where your face fits the most comfortably on the stock. Now open your eye, does the scope crosshairs line up exactly with your eye position? Is the scope picture 100% of the scope eyepiece with no black fuzzed out ring around the edges? If so, then everything is fine with your scope position.

If you slide your face forward or back does the view scope view look clearer? If so, then you need to adjust your scope position in the rings.
