I bought this Winchester 70 (caliber 30-06) from Sports Chalet in Costa Mesa some 15 years ago. I put an el cheapo Simmons scope on it, and shot may be 20 rounds (at an outdoor range on Jeffrey Road in Irvine before they closed it down) and put it away. Last week I removed it from the gun case and took a look at it after 15 years in hibernation

I noticed the scope wasn't balance between the scope rings, and the rear base for the scope ring is out and over the action. Did I install the rear base incorrectly? See pictures below. And should the center of the scope be mounted balance between the scope rings? Thanks for your help!!!
