Help needed on adjusting PSL scope

Purchased a Romanian PSL/Dragunov sniper rifle and am having a problem with the Russian scope that came with it. In trying to center the windage (vertical) cross hair I was able to get it to the apparent center, but the knob will not turn any further. Is there a way to loosen the covering cap, reset it to mid-point, without disturbing the cross hair and then tighten it back down?

Any help would be appreciated. Thanx

Remove the 2 screws on the cap (not the center staked one). The top lid will rotate independent of the turret, unless you've already hit the mechanical limit. You can move the turret to 0 and tighten it back down.

hmm maybe you mounted the optic offcenter,or maybe the mount is on incorrectly.
