As I understand it, green is in the middle of the color spectrum. Our eyes use different receptors for each end of the spectrum. Green, being in the middle uses both sets of receptors so it appears brighter. That's why those lime green safety vests look so bright on a rainy day, compared to orange.
I know my green laser is much brighter than my red one. I can see the dot on a wall far away in full sunlight.
I've also read green is too bright for NVG.Comment

I prefere amber in my ACOG... during a dark night the green could get to bright and obscure your acquisition on target. I have had my amber TA01 for almost 12 years now and I love it!
The amber is perfect for dark or low light nights... During the day I like the black crosshairs
